A few of my favorite manufacturers of 16mm scale manufacturers:

Cooper Craft - suppliers of fine 16mm scale rolling stock kits. Recommended.
Roundhouse - probably the largest commercial manufacturer of 16mm live steam.
IP Engineering - produce a wide range of kits (and some ready to run) for 16mm scale, both locos and stock.
Accucraft - makers of live steam locomotives here in California. They produce both American (45mm gauge) and British (32mm gauge) locos and stock. Check out Accucraft UK as well - they design Accucraft's British outline models.
Wellchuffed - a new live steam manufacturer, who supplied Socrates.
Smith and Harrison - another newcomer, supplying 16mm scale diesel locos.
Milton Locomotive Works - builds parts to enhance several popular locomotives. The site also has a lot of information about real and model narrow gauge railways.
Perfect World - makers of beautiful kits of Welsh narrow gauge rolling stock.

Narrow Gauge Heaven - a great gallery of narrow gauge railways around the world, with an interesting directory of UK railways
The Corris Railway - a close neighbor and major inspiration of the CR&DJR
The Ffestiniog Railway - the most famous of the Welsh narrow gauge lines
The Welsh Highland Railway is being rebuilt and has two excellent sites following reconstruction. And not forgetting the original Porthmadog end of the effort
The Leighton Buzzard Light Railway is my favorite English line
The Penrhyn Railway Society are making great progress towards restoring this important railway
I've not had the opportunity to visit the West Lancashire Light Railway yet, but I very much hope to next time I'm in the UK
The Westside Lumber Restoration project - a relatively local line (to San Francisco) that may yet be revived
Another set of interesting American lines were the Maine Two Footers

Of course, the 16mm association, which any modeler in this scale should join
The East Surrey 16mm Group holds an annual show at Mertsham, check them out
Sidestreet Banner works' Locomotive of the Month which always has something interesting
Dick Summerfield's excellent pages are always worth a look
Keef Brown's Chidham Light Railway is splendid: you can also buy WellChuffed locos there and Keef's own line of smart diesel-outline locos
